Melissa V1.0 is released!

The new Melissa repository, hosted [here](https://gitlab.inria.fr/melissa/melissa), brings a host of powerful features to users including deep surrogate modeling, a simplified user interface, a detailed [documentation website](https://melissa.gitlabpages.inria.fr/melissa/), and examples combined with full tutorials and exhibits.

Here is the [tagged release](https://gitlab.inria.fr/melissa/melissa/-/tree/SC23) which is ready to be cloned and installed!
